Master Agreement
A professional services engagement between Lee County, Florida and Geosyntec Consultants, Inc. for specialized environmental mitigation and assessment.
Initial 3-year term with two optional 1-year renewals.
Geosyntec must maintain General Liability and Professional Indemnity insurance.
The County pays per specific project "Task Order" rather than a lump sum.
Professional Services Agreement
This contract establishes Geosyntec Consultants as an approved provider for Lee County’s Environmental Consulting Services. The agreement was executed following a competitive Request for Proposals (RFP) process.
This is a Master Agreement. It doesn't guarantee work immediately; it sets the legal and financial "rules" so the County can hire the consultant quickly whenever an environmental issue arises.
The scope includes everything from routine environmental assessments to complex ecosystem restoration and regulatory compliance monitoring throughout the County's jurisdictional boundaries.

Scope of Services
Site Assessments
Phase I and II Environmental Site Assessments (ESA) to identify recognized environmental conditions (RECs).
Checking land for pollution or buried hazards before the County buys or builds on it.
Ecological Services
Wetland jurisdictional determinations, listed species surveys, and mitigation bank monitoring.
Protecting turtles, birds, and swamps by mapping exactly where they live.
Water Quality
Groundwater and surface water monitoring, sampling, and laboratory coordination for compliance.
Testing the water to make sure it's safe and meets State environmental laws.
Remediation Design
Development of Remedial Action Plans (RAP) and oversight of contaminated site cleanup activities.
Creating the "blueprint" for how to clean up a site if they find chemicals in the soil.
Regulatory Liaison
Permitting assistance with FDEP, SFWMD, and USACE for County infrastructure projects.
The consultant handles the complex paperwork with state and federal agencies.
Asbestos & Lead
Surveys and abatement oversight for hazardous building materials in County facilities.
Ensuring old buildings are safe for workers during renovations or demolition.
Agreement Milestones & Clauses
The County can inspect Geosyntec’s books up to 5 years after work finishes to ensure billing accuracy.
