Detailed Scope of Services

  • Wetland Joint Permit Application (JPA) Development: The consultant must oversee the preparation and coordination of JPA materials for the IMERF project site. This includes the development of narrative descriptions, detailed impact volume calculations, and comprehensive site maps required by state and federal regulatory bodies for wetland removal/fill permits.
  • Regulatory Agency Coordination: Act as the primary technical liaison between Lane County WMD and resource agencies. This involves scheduling, leading project meetings, and facilitating communication regarding environmental impacts, permit conditions, and regulatory compliance timelines.
  • Compensatory Mitigation Planning: Where wetland impacts are unavoidable, the consultant is responsible for developing mitigation strategies. This includes performing Function and Value Assessment (FVA) reports to ensure that ecological losses are appropriately offset through credit purchases or restoration projects.
  • Biological and Environmental Surveys: Conduct site-specific biological assessments to identify protected species, habitats, or other sensitive environmental receptors. These surveys form the scientific basis for impact avoidance and permit justification under various environmental regulations.
  • Technical Design and Cartography: Preparation of detailed site plans, cross-sections, and profile drawings. These documents must clearly delineate impacted versus avoided wetlands and provide precise spatial data for inclusion in legal permit applications and public record documents.
  • Comprehensive Permitting Support: Manage the application process for diverse environmental requirements including Post Construction Stormwater Management Plans (DEQ 401), Erosion and Sediment Control Plans (ESCP), and Site Restoration Plans for temporary impacts.
  • Project-Specific Environmental Research: Perform technical research and data analysis as requested by the WMD Manager. This may involve evaluating the environmental feasibility of new waste management technologies or assessing the impacts of facility expansions at Short Mountain Landfill or other County sites.
  • Documentation and Reporting: Ensure all work products, including draft reports and final permit submissions, meet Lane County's quality standards. All materials must be submitted in professional formats suitable for public agency review and long-term legal archival.
