These regulations govern the Environmental Remediation Programs in New York State. Compliance ensures that the cleanup meets stringent safety standards for future land use, ranging from industrial to restricted-residential.

All construction activities were completed in substantial conformance with the NYSDEC-approved Remedial Design. This certification encompasses the mobilization, material management, and shoreline stabilization essential for Site No. 447001.

Detailed Scope of Remedial Actions

Comprehensive summary of the four-phase construction effort conducted by ENTACT at the Former ALCO Plant.

  • Mobilization and Infrastructure Setup: Delivery of heavy equipment, establishment of decontamination pads, and installation of site perimeter security. This phase included the creation of temporary haul roads and material staging areas specifically designed to prevent cross-contamination during active excavation.
  • Implementation of Community Air Monitoring (CAMP): Rigorous deployment of fixed and mobile monitoring stations at the site boundary. These systems provided real-time data on particulates (dust) and volatile organic compounds (VOCs). If predefined action levels were reached, construction activities were paused and mitigation measures, such as water suppression, were applied immediately.
  • Shoreline Excavation and Stabilization (Phase II-A): Targeted removal of impacted sediments and soils along the Mohawk River. Following excavation, the shoreline was armored with heavy rip-rap and engineering fabrics to provide long-term structural integrity and prevent any residual migration into the river ecosystem.
  • Impacted Soil Management and Disposal: Precise excavation of soils exceeding the restricted-residential cleanup objectives. This process involved chemical testing of borrow sources at specified frequencies to prevent the introduction of new contaminants to the site.
  • Sub-Surface Utility Coordination: Careful identification and protection of active utility corridors during intrusive activities. In areas where excavation was prohibited by critical infrastructure, alternative engineering controls or in-situ stabilization methods were evaluated to ensure the remedy remained protective.
  • Final Grading and Institutional Controls: Precision grading to support future redevelopment and management of stormwater. The scope included the preparation of the final site cover system, which acts as a physical barrier between the remaining sub-surface soil and future occupants.
  • Decontamination and Demobilization: Thorough cleaning of all earth-moving equipment using high-pressure steam and scrubbers before leaving the exclusion zone. This ensured no impacted material was tracked onto public roadways (Schenectady streets) or neighboring properties.
