MEP-FP stands for Mechanical, Electrical, Plumbing, and Fire Protection. It's the "guts" of the building.

Program Objectives
Somerset County is soliciting sealed bids for the Construction of a New Maintenance Building at Colonial Park in Franklin Township. This project encompasses all phases of construction from site clearing to final occupancy.
To provide park staff with a modernized, efficient hub for vehicle maintenance and groundskeeping operations, replacing outdated facilities to better serve the community’s recreational needs.
The successful bidder will be responsible for coordinating with the County Engineer and designated project managers to ensure minimal disruption to Colonial Park's public access areas during construction.
Compliance & Scoring
Prevailing Wage: A law requiring contractors to pay workers a set minimum hourly rate (plus benefits) based on their trade, as determined by the NJ Dept. of Labor.
Awarded to the lowest responsible bidder in accordance with NJ Local Public Contracts Law.

Detailed Scope of Work
Phase 1: Civil & Site Infrastructure
- Clearing & Grubbing: Site preparation including removal of existing obstructions and vegetation.
- Earthwork: Mass grading, trenching for utilities, and backfilling to engineer specifications.
- Stormwater Management: Installation of catch basins, piping, and drainage controls.
Grubbing simply means digging up and removing tree stumps and roots so they don't rot under the new building and cause it to sink.
Phase 2: Building Envelope & Structural
- Foundation Systems: Concrete footings and slabs designed for heavy machinery loads.
- Structural Framing: Multi-bay maintenance structure featuring specialized overhead doors.
- Exterior Finishes: Durable roofing and siding systems tailored to match park aesthetics.
Phase 3: MEP & Finishing
- Utility Connections: Tie-ins for water, natural gas, and 3-phase electrical service.
- Interior Systems: Energy-efficient HVAC, industrial-grade plumbing, and high-output lighting.
- Final Landscaping: Site restoration, asphalt paving for parking, and safety signage.
Contract Spotlight
An insurance policy the builder buys that guarantees the County the project will be finished, even if the builder goes out of business.
The County typically keeps about 2% of each payment until the project is 100% complete and inspected. This ensures the job is finished properly.
