Program Mission
The Broome County Land Bank Corporation (BCLBC) is seeking proposals from qualified firms to provide Environmental Testing and Consulting Services. This work is critical to the Land Bank's mission of returning properties to productive use while maintaining public safety.
A public or community-owned entity that acquires vacant, abandoned, or tax-foreclosed properties to return them to productive use, often specifically for affordable housing development.
Firms will identify hazardous materials such as asbestos, lead-based paint, and mold across various residential and commercial sites throughout Broome County. All work must align with NY State Department of Labor and EPA standards.
New York State Department of Labor Industrial Code Rule 56. This is the governing set of regulations in NY for asbestos handling, including survey protocols and air monitoring requirements.

Environmental Laboratory Approval Program. All laboratories used by the consultant must be ELAP-certified to ensure testing results are legally valid.
Scope of Services
- Asbestos Surveys and Monitoring: The consultant must conduct comprehensive pre-renovation and pre-demolition asbestos surveys in accordance with NYSDOL ICR 56. This includes thorough bulk sampling of all suspect materials and laboratory analysis. During the abatement phase, the consultant is responsible for providing certified Project Monitors and Air Sampling Technicians to perform daily air monitoring, ensure the integrity of containments, and provide final clearance documentation that confirms the site is safe for subsequent work or demolition.
- Lead-Based Paint (LBP) Consulting: Services include XRF testing and paint chip sampling to identify lead hazards in residential properties targeted for rehabilitation. The firm will prepare detailed Lead Risk Assessments and specific Hazard Reduction Work Plans. For all abatement projects, the consultant must perform clearance inspections, including dust wipe sampling analyzed by an EPA-recognized laboratory, to ensure strict compliance with HUD and EPA Lead-Safe Work Practices.
- Microbiological and Mold Assessments: The consultant will provide NYS Certified Mold Assessors to conduct visual inspections and moisture mapping. This involves spore trap air sampling and surface sampling to identify fungal growth. Based on the data, the consultant will develop Mold Remediation Work Plans specifying containment, specialized PPE, and cleaning protocols required to remediate building materials and address underlying moisture sources safely.
- Hazardous Materials and PCB Analysis: The firm shall test for Polychlorinated Biphenyls (PCBs) in caulking, glazing, and other building components as required for commercial demolition projects. Furthermore, radon testing and soil vapor investigations may be requested for specific sites. For properties with underground storage tanks, the consultant will provide soil sampling and characterization to determine disposal requirements and ensure overall environmental compliance throughout the demolition process.
- Environmental Design and Support: Beyond field work, the consultant will provide professional engineering and design services for environmental remediation. This includes creating technical specifications and drawings for complex asbestos and lead abatement projects. The consultant will also assist the Land Bank in preparing bid packages, reviewing contractor submittals, and delivering comprehensive project closeout reports that document all environmental activities for regulatory audit purposes.
X-Ray Fluorescence. A portable device used to detect lead in paint without damaging the surface, allowing for immediate on-site results during inspections.
Phase Contrast Microscopy and Transmission Electron Microscopy. These are the two standard laboratory methods used to identify and count asbestos fibers in air samples.
Department of Housing and Urban Development guidelines. These rules dictate how lead hazards must be managed in any housing that receives federal funding or support.
