Request for Proposals

The City of Palm Springs is soliciting proposals for professional services to perform Civil Engineering and Environmental Services for the Tahquitz Canyon Way Sewer Improvements (City Project 25-13).

This RFP follows a "Qualifications-Based Selection" (QBS) process. The City selects the most qualified firm first, then negotiates a fair price. This is standard for engineering services to ensure public safety and technical competence.

Section 2.0

Detailed Scope of Work

  • Project Management & Coordination: The consultant will provide comprehensive project management, including regular progress meetings, schedule maintenance, and utility coordination to ensure the project meets the City's deadlines and budget constraints.
  • Preliminary Engineering & Data Collection: Execution of topographic surveys, utility potholing, and geotechnical investigations along Tahquitz Canyon Way to establish a reliable baseline for the sewer design.
  • Design Development (PS&E): Production of progressive design submittals at 30%, 60%, 90%, and 100% completion. Each submittal must include detailed construction drawings, technical specifications, and updated construction cost estimates.
  • Environmental Review & Compliance: Performance of all necessary environmental studies to comply with CEQA (California Environmental Quality Act). This includes biological, cultural, and air quality assessments as required for the project footprint.
  • Utility Conflict Analysis: Proactive identification and resolution of potential conflicts with existing water, gas, and electric lines to prevent costly construction delays and change orders.
  • Hydraulic Modeling & Analysis: Review and analysis of the existing sewer system's capacity to ensure the new improvements handle peak flow requirements for future growth.
  • Bidding & Construction Support: Providing technical assistance during the public bidding phase, including responding to RFIs (Request for Information) and reviewing technical submittals from contractors.
  • Final Documentation: Preparation of final "as-built" drawings and project close-out documentation following successful construction of the sewer improvements.
