Technical requirements for the project include the removal and legal disposal of all identified ACMs, Presumed Asbestos-Containing Materials (PACM), and other hazardous substances such as PCB-containing ballasts and mercury switches. Following the abatement phase, the contractor is tasked with the complete mechanical demolition of the structure. This includes the removal of the building's foundation, basement walls, and the slab-on-grade.

Site restoration is a critical final phase of the project. Upon completion of demolition, the contractor must backfill the site to grade using approved, compacted structural fill. The site must be stabilized with a layer of processed stone or similar material to prevent erosion and prepare the land for future development. All work must be conducted within a strictly managed site perimeter, utilizing high-fencing and dust suppression systems to protect the surrounding urban environment and public infrastructure.

Contract Value & Financial Requirements

While the specific contract award value is determined through the competitive bidding process, the RFP establishes rigorous financial standing requirements. All bidders must provide a Bid Bond equal to 5% of the total bid price. The selected contractor is further required to provide a 100% Performance Bond and a 100% Labor and Materials Payment Bond upon execution of the contract.

Insurance requirements for this project are extensive, reflecting the high-risk nature of asbestos abatement and structural demolition. The contractor must maintain General Liability insurance with a limit of no less than $1,000,000 per occurrence and $2,000,000 in the aggregate. Scope of Services: Phase-by-Phase

Phase 2: Hazardous Material Abatement

Phase 3: Structural Demolition

Mechanical demolition of the 4-story structure using excavators equipped with shears and grapples. Dust suppression via water misting is mandatory throughout this phase to mitigate airborne particulates.

Phase 4: Foundation Removal & Site Restoration

Removal of subterranean elements including footing and foundation walls. Backfilling with clean, structural fill in 12-inch lifts, compacted to 95% of the maximum dry density. Final site stabilization with processed aggregate.
